Disturbing Discovery Leads to Arrest in Westmoreland
This is one of those cases that makes your stomach turn.
New York State Police arrested 29-year-old Jonathan Carr of Westmoreland after a welfare check on some dogs turned into a much larger animal cruelty investigation.
It started around 8:20 PM on June 20, when Oneida County 911 got a complaint about several dogs at a home on Bartlett Road. When troopers arrived, they were led to a roll-off dumpster that had been covered with wooden boards.
Inside, they found two dogs alive but severely emaciated. Witnesses also told investigators that a third dog had already been found dead in the dumpster earlier in the day.
Conditions Described as Deplorable
As the investigation continued, troopers determined the dogs belonged to Carr.
What they found at the property added even more concern—garbage, feces, and no signs of basic care like food or clean water for the animals.
Officials say the situation inside the enclosure showed clear neglect and a complete lack of proper care.

Charges Filed
Carr was arrested and charged with three counts of torturing or injuring animals and failure to provide sustenance.
He was processed at State Police barracks in Marcy and later released with an appearance ticket.
He is scheduled to appear in Westmoreland Town Court on July 8, 2026.
Dogs Now in Safe Care
The surviving dogs were removed from the property and taken to safety.
While the legal process moves forward, the focus now shifts to the dogs who made it out—and getting them the care they urgently need.
