Spring and summer weather in 2016 was unusual even for Central New York standards. Many parts of the region went without rain, but apparently that wasn't true for Oneida and Herkimer counties when it came time for disaster area loans. 

Governor Cuomo announced that 26 counties in Central and Upstate New York and the Finger Lakes region had been designated as a natural disaster area.  The counties are:

  • Allegany, Broome, Cattaraugus, Cayuga, Chautauqua, Chemung, Chenango, Cortland, Erie, Genesee, Livingston, Madison, Monroe, Niagara, Onondaga, Ontario, Orleans, Oswego, Schuyler, Seneca, Steuben, Tioga, Tompkins, Wayne, Wyoming, and Yates.

Oneida and Herkimer are missing from the list.  Basically it means farmers and producers won't be eligible for assistance, including emergency loans, from the Farm Service Agency.  Those living in the area can get loans up to 2 million dollars at 4% interest for as long as 30 years.
