New York could become the 1st state to ban declawing your cat. Some cities have passed the law, but no state has enacted the legislation. Should the state have the authority? Should there even be a law?

As reported by Fox News, the New York legislature has passed the bill and it sits on Governor Cuomo's desk. His aides say the Governor will review the proposed bill before deciding if he will sign it.

As proposed, the bill would fine vets $1,000 if they performed the surgery. There are some exceptions. If the cat owner is susceptible to infections that could come from being scratched or if the cat won't stop scratching furniture or humans.
