New York students could spend more hours and more days in school if a reform commission's recommendations are adopted.  The New York Education Reform Commission proposed school improvements that recommended teacher competency exams, more pre-kindergarten classes and recruiting top college students to become teachers.

The final report isn't expected until September but the Governor may support some of the recommendations in his State of the State speech next week.

New York spends more money per student than any other state but is 39th in graduation rates.
