City Of Utica Declares Snow Emergency Tonight

Spring will officially arrive on March 20 but we are already seeing those first signs of the changing season. Crocuses sticking out of the snow, robins returning to snow free backyards, geese flying north and, as I like to joke, grandparents and retirees returning from Florida.
